$55m judgement debt looms gov’t over botched Accra traffic lights contract – Franklin Cudjoe

Mr. Franklin Cudjoe, the Founding President of a policy think tank, IMANI Africa has revealed that there is a judgment debt of $55 million looming.

This shocking revelation comes after the National Security Minister said at his vetting that Ghana owes no company for crudely abrogating $100m traffic management contract.

The contract is for the Accra Metropolitan Area that includes the installation of over 11,000 CCTV cameras to allow security agencies to monitor traffic for security enhancement. The contract agreement and an accompanying request for approval of a $210 million loan from the China Development Bank for the project had already been approved by parliament on December 22, 2019, which was from the Ministry of Roads and Highways. Meanwhile, the National Security Minister laid the agreement before parliament again for approval in November 2020.

Franklin Cudjoe stated in a Facebook post that it ” turns out international arbitration processes have begun for Ghana to cough up $55m in judgment debt over the contract”.

He noted that ” IMANI petitioned the President last year to warn of this impending doom. The President graciously replied IMANI that he’d look into the matter. We are still waiting”.

But it looks like the roads, finance, and national security ministers have to assure us that we wouldn’t have to pay money carelessly that we critically need to fight covid19, and in the words of Kofi Bentil, “needlessly caused over [simple] traffic management.”
