In a press briefing today at Parliament the Minority accused president Nana Akuffo Addo and his government of corruption over a $100 million ICT enhanced traffic management project contract between government and Huawei Technologies.
They described it as a new corruption case in the books of president Nana Akuffo Addo’s choking corruption lists.
The contract is for the Accra Metropolitan Area that includes installation of over 11,000 CCTV cameras to allow security agencies to monitor traffic for security enhancement.
However former Minister for Roads and Highways, Inusah Fuseini, has alleged the contract is fraudulent and corrupt spinning his argument to the facts that the contract agreement and an accompanying request for approval of a $210 million loan from the China Development Bank for the project had already been approved by parliament on December 22, 2019 which was from the Ministry of Roads and Highways.
Meanwhile the National Security Minister laid the agreement before parliament again for approval last week which is being considered by the Defense and Interior Committee of Parliament.
The former minister indicated that the facility is already standing in our loan books and the contractor also has already executed part of the contract and has raised interim payment certificates to a tune of $16 million waiting to be paid to them.
He said “they have changed the title of the Project” and this daylight thievery is likely to plunge the country into a judgment debt.
Kwame Agbogya, Member of Roads and Highways committee noted that the changing of Ministries in charge of the deal raises more questions.
“What has the synchronisation of traffic in Accra got to do with the National Security Minister, he quizzed. “Indeed, when they came to Parliament they told us that they were going to build a control room and that control room, National Security, MTTD and everybody has access to it”.
Mr Agbodza alleged someone at the Flagstaff House has altered the contract to the disadvantage of the poor Ghanaian to the benefits Huawei a lot. “We have no interest in the turf war at Flagstaff House but in Parliament, we must be sure that if we are approving loans, we are doing the right things,” he concluded.
