Govt to engage only low-cost cement suppliers under Big Push agenda – Roads Minister

The Minister for Roads and Highways, Kwame Governs Agbodza, says the government will exclude overpriced cement suppliers from participating in its ambitious Big Push infrastructure agenda, aimed at driving national development.

Speaking to journalists in Parliament on Thursday, Agbodza stated that only manufacturers who adjust their prices to reflect current economic improvements will be considered for government road projects.

“If Ghanaian cement producers have made themselves the most expensive, then ordinary Ghanaians, and by extension, government, will buy from more affordable sources,” he said.

Price cuts a condition for participation

Agbodza criticized the current average cement price of GH₵115 per bag, describing it as unfair to the public. He insisted that a fair market price should be around GH₵95, and suppliers unwilling to adjust accordingly risk being sidelined.

“We will ensure cement used in government projects is sourced from cheaper markets. It’s that simple,” he said.

He emphasized that cement would play a critical role in the nationwide road infrastructure rollout, and the government is committed to getting value for money on all inputs.

Concerns about project funding

Despite the positive reception to the Big Push agenda, some lawmakers have raised concerns about funding.

Former Deputy Energy Minister Andrew Egyapa Mercer questioned the adequacy of the GH₵13 billion allocated in the 2025 budget, warning that it may not be enough to sustain the initiative over its projected 10-year span.

“We welcome the plan, but we must be sure that the funds match the ambition,” Mercer cautioned.
