The Youth Employment Agency (YEA) has engaged 3,379 young people in employment and skills development programmes across the Volta Region between June and December 2025, sharply exposing what officials describe as the years of neglect and marginalisation the region suffered under the previous New Patriotic Party (NPP) administration.
Presenting the performance report to the Volta Regional Coordinating Council (VRCC), the Volta Regional Director of YEA, Hon. Daniel Hamenu, stated that the figures represent a clear break from the past, when the region was consistently denied its fair share of national youth employment opportunities.
According to him, during the NPP’s eight years in office, only a little over 100 youth in the Volta Region benefited from the Community Protection Assistants (CPA) programme.
“In eight years of NPP rule, just a little over 100 young people were engaged under the CPA programme in the Volta Region,” Mr. Hamenu said. “Yet within only six months, the current government has deployed 626 CPAs alone. Their period was marked by ghost names and broken promises.”
Mr. Hamenu explained that the massive youth engagement drive is part of the John Dramani Mahama-led government’s Reset Agenda on Youth Employment and Empowerment, which prioritises job creation, skills acquisition, and strengthened public service delivery.
Breakdown of Beneficiaries
Community Protection Assistants (CPA): 626 youth supporting the Ghana Police Service
Fire Safety Assistants (FSA): 199 youth attached to the Ghana National Fire Service
Community Medical First Responders (CMFRs): 476 youth providing basic healthcare support
Prison Office Assistants (POAs): 255 youth supporting the Ghana Prisons Service
Skills Training (Artisan and Craft Programme): 1,408 youth trained in ICT, carpentry, plumbing, catering, welding, garment making, and related trades
Garment and Apparel Module: 160 youth trained in fashion design and garment production
Arabic Instructors Programme: 225 youth teaching Arabic literacy in Muslim communities
Insurance Module: 30 youth trained for employment in the insurance sector
The beneficiaries have been deployed to critical institutions including the Police Service, Fire Service, Prisons Service, and Ambulance Service, contributing to improved community safety, emergency response, and administrative efficiency across the region.
Mr. Hamenu further revealed that selected beneficiaries have also been enrolled under the YEA WorkAbroad Programme, securing employment opportunities in countries such as the United Arab Emirates (UAE), Qatar, and Saudi Arabia.
“This is real youth empowerment, not ghost employment as witnessed under the NPP,” he stressed.
He reaffirmed the Agency’s commitment to expanding its programmes in 2026, with the aim of reaching even more young people across the Volta Region.
Mr. Hamenu concluded by noting that while the NPP managed to employ only a little over 100 youth under YEA programmes in the Volta Region, the current administration has created 3,379 jobs within six months, describing it as clear evidence that the Volta Region is finally receiving its fair share of national development and employment opportunities.
