UniBank Case: GHC500m recovered, GHC700m targeted in 18 months – A-G

Attorney-General and Minister for Justice, Dr. Dominic Ayine, says the state has already recovered GHC500 million in the UniBank financial case and is on track to recover an additional GHC700 million within 18 months under a structured settlement plan.

Speaking during the Government Accountability Series, Dr. Ayine explained that the decision to discontinue the criminal case against Dr. Kwabena Duffuor and seven others followed a comprehensive recovery proposal from the accused.

According to him, the accused offered a GHC3.3 billion settlement plan, which includes:

  1. A GHC2.2 billion full settlement, part of which involves GHC800 million worth of assets transferred to UniBank’s receiver for the Bank of Ghana.
  2. An agreement to assist in recovering GHC1.2 billion from direct beneficiaries.
  3. The transfer of landed properties valued at GHC842 million to the state.
  4. A commitment to cover any shortfall in proceeds from property sales.

“So far, GHC500 million has been recovered from the GHC1.2 billion targeted from third parties, and the balance is expected over the next 18 months,” the A-G confirmed.

He admitted that while cash settlement would have been ideal, negotiations revealed it was not realistic at this time.

“Cash would’ve been preferable, but based on negotiations with the accused’s legal team, it wasn’t a viable immediate option,” Dr. Ayine noted.

The Office of the Attorney-General had earlier entered a nolle prosequi on July 22, officially ending the prosecution of the accused.
