TOR to resume oil refining in October 2025

Tema Oil Refinery (TOR) will restart operations in October 2025, according to Acting Managing Director Edmund Kombat. He revealed the plan during a briefing with Parliament’s Energy Committee, where TOR outlined its 2025 work programme and current operational challenges.

Kombat confirmed that the refinery will proceed with ongoing upgrades to its gantry and terminal facilities, while also completing projects started under the previous administration. In addition, TOR plans to retool its laboratory and restructure its finances.

“We are focused on addressing key challenges, including debt restructuring and restoring operational capacity,” Kombat stated.

He appealed to the Committee for support in converting TOR’s debts owed by the government into equity, reinstating TOR’s portion of the ESLA Levy, and enabling the refinery to participate in the primary distribution margin. He also called for TOR to be given representation on the Laycan Committee, which oversees crude oil shipments.

Committee Chairman and MP for Ho West, Emmanuel Kwasi Bedzrah, said the engagement was part of the Committee’s oversight responsibilities under the Ministry of Energy and Green Transition.

TOR’s restart follows a prolonged shutdown due to financial constraints and lack of crude oil, and management hopes the October relaunch will mark a new chapter in reducing Ghana’s reliance on imported refined petroleum products.
