Sky Train scandal: GIIF board members deny $2M approval

Three former board members of the Ghana Infrastructure Investment Fund (GIIF) say they never approved the $2 million payment for the failed Sky Train project.

They submitted witness statements to the Accra High Court, where former GIIF CEO Solomon Asamoah and ex-board chairman Prof. Christopher Ameyaw-Akumfi are on trial. The two are accused of causing financial loss to the state.

The payment was made in 2019 to Africa Investor Holdings Limited for preparatory work on the Sky Train. However, the project was never executed.

Board Members Reject Involvement

  1. Yvonne Odoley Sowah, who served from 2017 to 2021, stated that the Sky Train project never came before the board for approval.
  2. Nana Afua Kyerewaa Ababio, a board member from 2017 to 2020, said there was no request or recommendation made to the Investment Committee or full board.
  3. Cecilia Gambrah, who also served between 2017 and 2020, said she had no memory of any board approval for the project.

All three signed sworn “statements of truth” confirming their testimonies.

Background

The Sky Train project was proposed between 2017 and 2018. It aimed to create a 200km urban rail system to reduce traffic congestion in major cities. The estimated cost ranged from $2.6 to $3.2 billion.

Despite high expectations, no construction has taken place. Yet, $2 million was paid out.

In May 2025, prosecutors charged Asamoah and Ameyaw-Akumfi with:

  1. Causing financial loss to the state
  2. Conspiring to commit a crime
  3. Misusing public funds

The Attorney-General’s office says the payment violated GIIF’s financial procedures.

This case is part of a broader effort to investigate public sector mismanagement. It follows similar probes, including the recent NSS ghost names scandal.
