New Allegations of Sexual Misconduct Surface at Dzodze-Penyi SHS

Dzodze-Penyi Senior High School (DZOSEC) in the Ketu North Municipality of the Volta Region is once again at the centre of controversy following new allegations of sexual misconduct involving a member of staff.

Mr. Vincent Tovor, an Ewe language teacher at the school, has been accused of inappropriate conduct involving a 17-year-old third-year female student. The student’s identity has been withheld due to her age.

According to the student’s father, his daughter disclosed that after participating in an inter-school competition, the teacher allegedly took her to his residence, where she spent the night. The student reportedly indicated that they slept in the same room. When the matter was brought before school authorities, Mr. Tovor is said to have acknowledged that the student stayed at his residence but explained that he found her stranded after the programme and offered temporary accommodation.

The father has since filed a formal complaint with the Dzodze Police Command, and the case is expected to be investigated further by the appropriate authorities.

Previous Incidents

The development comes on the back of earlier allegations at the same institution. In December 2025, the then headmaster, Mr. Joshua Vidzro, was interdicted by the Ghana Education Service (GES) following accusations of misconduct involving students. Reports at the time indicated that investigations had commenced, with concerns raised about the welfare and academic continuity of the affected students.

During the same period, Mr. Tovor had also been mentioned in a separate complaint of alleged harassment involving another student. Authorities indicated that inquiries were ongoing.

GES Code of Conduct

The Ghana Education Service Code of Ethics strictly prohibits any form of inappropriate relationship or behaviour between staff and students. The code classifies such acts as professional misconduct and mandates staff to maintain clear boundaries, protect learners, and report any suspected violations through the appropriate channels.

Renewed Public Concern

The recurrence of such allegations has generated concern among parents, community leaders, and education stakeholders, many of whom are calling for a thorough and transparent investigation to ensure student safety and restore confidence in the school system.

The Duamenefa Foundation, a non-governmental organisation operating under Fafaa 100.3 FM and led by Mr. Emmanuel Ketaman Evortepe, has reiterated its commitment to supporting lawful processes aimed at protecting vulnerable persons and promoting fundamental human rights in the Volta Region.
