NAPO under NIB probe over ministry projects – Dep AG

Deputy Attorney General Dr. Justice Srem Sai has confirmed that former Minister for Education and Energy, Dr. Matthew Opoku Prempeh (popularly known as NAPO), is under investigation by the National Intelligence Bureau (NIB).

Speaking on JoyNews’ PM Express on Wednesday night, Dr. Srem Sai clarified that the probe does not imply guilt on NAPO’s part, noting that the investigations concern projects executed during his tenure in both ministries across the eight years of the Akufo-Addo administration.

“He said he’s been going to the NIB for a while now. Nobody knew until he said it publicly,” Dr. Srem Sai remarked.

The investigations reportedly cover several initiatives, including the controversial procurement of mathematical sets under the Ministry of Education. However, the Deputy AG emphasized that being questioned is not the same as being culpable.

“You won’t be prosecuted unless there’s evidence of complicity,” he explained. “Being a minister doesn’t automatically make you criminally liable.”

Dr. Srem Sai referenced the Sky Train project, where former Railway Minister Joe Ghartey was also invited for questioning but was not charged after providing explanations.

He stressed the importance of distinguishing between administrative oversight and personal misconduct. “There are things that happen within a ministry that may not be the doing of the minister,” he said.

Praising the conduct of most public officials under investigation, Dr. Srem Sai highlighted their quiet cooperation with law enforcement. “They respect the process and don’t seek media attention,” he noted.

Only a few individuals, he added, resort to public demonstrations or media campaigns when invited for questioning.

“You go to court when there’s evidence of a crime,” Dr. Srem Sai concluded, calling for patience as the law takes its course.
