The Jasikan College of Education in the Oti Region of Ghana is in turmoil over what many teaching staff described as maltreatment and mismanagement of the school by their principal, Dr Daniel Kwesi Hammond.
Some of the teaching staff who spoke to Awake News levelled a series of allegations against the Principal and other officials of the college, saying they can no longer bear the frustrations, but stage a massive demonstration.
Denial of GETFund Staff Development Funds
According to over ten teaching staff who spoke to Awake News on condition of anonymity, the Principal, Dr Hammond, has denied them access to the GETFund Staff Development Fund for the past 7years.
The said fund is allocated to colleges of education for staff to pursue higher degrees (Master’s and Doctoral levels).
However, at Jasikan College, no staff have been able to access the funds for the past 7 years.
‘…this fund, about GHc200,000 per year or so, depending on the staff capacity, is disbursed to each college of education per year to aid staffs who wants to pursue further studies from master’s to doctoral. But can you imagine that our principal has sat on this money for the past 7years?. No staff have been given access to the funds,” one teaching staff member said.
“…I have been in this college for over 15years and worked. I have applied for this fund twice, but I was denied both times. None of my colleagues who also applied got the funding. How, then, can we upgrade ourselves to remain in the College after 2026?
… we, all the teaching staff from 2026, will be required to remain, even if we only get a PhD, since the Colleges have now been moved to university status.
See, the sad part of this issue is that we heard that the funds were being disbursed into the College’s account, but just that the Principal have been refusing to grant access, and we were told that he had been returning the fund….”
How wicked can you be like this?” – another staff member cried.
The Local chapter of the College Teachers Association of Ghana (CETAG) took up the matter and requested a meeting with the Principal and the College’s leadership to discuss the issue since September 2025, but they have yet to be granted an audience, as the Principal is reported to be absent from post for the past 12 weeks.
“The leadership of the Colleges of Education Teachers Association of Ghana (CETAG), Jasikan College of Education (JASICO) local chapter acting on accord of her members humbly write to seek audience with you and the management team of the college on the following pertinent issues that bother on human resources development and capacity building of members as follows:
a. modalities for the disbursement of the 2024/2025 academic year’s development fund from
Ghana Education Trust Fund (Getfund) which is currently ongoing,
b. inability of management to facilitate similar disbursement over the past years,
c. no publication of information on the modalities and the operations of the funds to the
generality of staff.
The members of the association are very anxious and hope that your timely intervention and response to these matters will inspire confidence and camaraderie necessary for progress and development among the rank and file of our institution.” – Local CETAG letter dated September 10, 2025 signed by Mr. Simon Gbedebu said


Principal vacates post for over 12weeks
Dr Hammond is reported to have vacated the post for the past 12 weeks, making him unable to attend to any staff grievances, but has rather been directing all issues to the College Acting Secretary, who has been acting in that capacity for the past 7 years, and ignoring his Vice Principals.
In an interview with Awake News, Dr Hammond denied the allegation that he had vacated the post, saying his long absence from the College is part of the enjoyment of his accumulated leave of over 7 years.
He, however, declined any further answers from the Awake News’ Editor and directed that his College Secretary should be contacted for any further answers.
Act. College Secretary, Mr Dogbe, contradicts the Principal’s claim.
In an interview with Mr Wisdom Dogbe, he stated that the Principal has been on leave for only the past 2 weeks and that he has, at all times, been at the administration performing his duties.
When Mr Dogbe referred to the letter he signed in September 2025, informing the Local CETAG that the Principal left for Accra and has not returned to meet with them. He declined further answers, including on the GETFund issues. Rather, he requested the Reporter to be physically present at his office before he could make any further response to the allegations.
