Prof. Ransford Gyampo, Chief Executive Officer of the Ghana Shippers’ Authority, has been ranked fifth among the best-performing Chief Executive Officers of State-Owned Enterprises (SOEs) in the country.
The ranking was contained in a survey report released by FAKS Investigative Services as part of its 2025 Performance of Ministers Assessment, which evaluated the performance of Ministers, Deputy Ministers, Regional Ministers, Members of Parliament, and Chief Executives of State-Owned Enterprises.
According to a public announcement dated January 9, 2026, the assessment covered the performance of public office holders across the country, focusing on projects implemented by ministries, agencies, and Regional Coordinating Councils (RCCs), as well as public perception and feedback.
“The performance of Ministers, Deputy Ministers, and Regional Ministers for the year 2025 has been released,” the statement announced.
FAKS explained that the assessment relied on both project outcomes and citizen engagement, noting that the public was allowed to share their views on the impact of projects executed by government institutions.
In evaluating Members of Parliament, the survey considered development initiatives in constituencies, parliamentary work, and feedback from constituents.
The survey was conducted between October and December 2025 and marked the 13th Edition of FAKS’ Performance of Ministers Project.
FAKS revealed that Ghana’s 16 regions were grouped into three zones for the exercise, with Zone A recording the highest number of respondents, followed by Zones C and B. In total, 6,247 responses were received nationwide.
Respondents included commercial drivers, students, business owners, traders, journalists, and civil society organisations (CSOs). The survey further showed that 63 percent of respondents were between the ages of 18 and 50, while 37 percent were aged between 50 and 80. Females constituted 58 percent of respondents, with males accounting for 42 percent.
Ministerial Rankings
The Minister for Finance, Dr. Cassiel Ato Baah Forson, emerged as the Best Minister for 2025, scoring 96.37 percent from 6,020 respondents.
He was followed jointly in second place by John Abdulai Jinapor, Minister for Energy and Green Transition, and Eric Opoku, Minister for Food and Agriculture, both scoring 91.93 percent.
Other top-ranked ministers included Sam Nartey George (Communications, Digital Technology and Innovations), Dr. Dominic Akuritinga Ayine (Attorney-General and Minister for Justice), Kwame Governs Agbodza (Roads and Highways), and Samuel Okudzeto Ablakwa (Foreign Affairs).
Deputy and Regional Ministers
In the Deputy Ministers category, Thomas Nyarko Ampem, Deputy Minister for Finance, placed first with a score of 94.88 percent, followed by John Setor Dumelo, Deputy Minister for Food and Agriculture.
Among Regional Ministers, Dr. Frank Amoakohene, Ashanti Regional Minister, topped the list with 97.69 percent, followed by Mrs. Rita Akosua Adjei Awatey of the Eastern Region and James Gunu of the Volta Region.
MPs and SOE CEOs
FAKS named Mahama Ayariga as the Overall Best Member of Parliament for 2025. Dr. Zanetor Agyeman-Rawlings emerged as Best Majority MP, while Jerry Almed Shaib was recognised as Best Minority MP. Hajia Lardi Ayamba was named Overall Best Female MP.
In the SOE category, Mr. Sammy Gyamfi, CEO of GoldBod, ranked first, followed by Mr. Julius Neequaye Kotey of the DVLA. Mr. Edmond Kombat of TOR placed jointly with Mr. Afetsi Awoonor of BOST, while Prof. Ransford Gyampo secured the fifth position.
Reacting to the ranking, the Ghana Shippers’ Authority said the recognition reflects strong leadership and growing confidence in the Authority’s direction.
“The ranking reflects consistent leadership, sound policy choices, and strong trust across the industry. For shippers, freight forwarders, and players across the logistics value chain, this is significant. It reinforces confidence in the Authority’s direction and in how it delivers for the sector,” the Authority stated.
