GRA to enforce GHC1 fuel levy from July 16

The Ghana Revenue Authority (GRA) will commence implementing the revised Energy Sector Shortfall and Debt Repayment Levy (ESSDRL) on Wednesday, July 16, 2025, under the Energy Sector Levies (Amendment) Act, 2025 (Act 1141).

The adjustment comes after a brief postponement to observe global market trends and stabilize recent gains in domestic fuel pricing.

The decision, made in collaboration with the Ministry of Finance and the Ministry of Energy, follows a review of current market indicators. Officials say the new timing supports both economic stability and the financial sustainability of the energy sector.

Outlined in Tax Information Circular No. 2025/004, the amended law introduces new levy rates on several petroleum products. These rates aim to reduce funding gaps and pay down legacy debts in Ghana’s energy sector.

The GRA has urged all petroleum downstream stakeholders to update their pricing structures accordingly before the effective date.

The Energy Sector Levies, originally introduced to address long-standing financial shortfalls, have been expanded to generate revenue for debt repayment and the maintenance of energy infrastructure.

Authorities say they will continue to monitor the economic impact and engage with industry players to ensure smooth implementation and minimal disruption.
