The government is set to appoint a transaction advisor for private sector participation (PSP) in the operations of the country’s two primary electricity distribution companies—the Electricity Company of Ghana (ECG) and the Northern Electricity Distribution Company (NEDCo)—prior to the Christmas celebrations.
Ing. Jabesh Amissah-Arthur, Chairman of the Technical Committee for Private Sector Participation, made this announcement during the official launch of the Guiding Framework for PSP by the Ministry of Energy and Green Transition on Monday, December 15, 2025.
He emphasized that the government cannot postpone the process beyond Christmas due to previous delays.
The Technical Steering Committee was established in May of this year with the responsibility of providing strategic direction for the PSP rollout, collecting baseline data, auditing the PSP deal, coordinating with ECG, NEDCo, regulatory bodies, and transaction advisors, and monitoring progress on key milestones.
The Committee was also charged with reviewing and advising on transaction documents, procurement frameworks, draft agreements, risk mitigation strategies, regulatory compliance, and stakeholder communication.
Furthermore, the Committee was expected to complete the procurement of technical, financial, and legal transaction advisors by May 31, 2025, to enable the start of detailed implementation.
“By September 2025, we plan to issue the first phase of competitive bidding documents for private concessionaires,” stated Dr. John Abdulai Jinapor, Minister for Energy and Green Transition, at that time.
Providing insights into the work that led to the creation of the Guiding Framework for PSP, Ing. Jabesh Amissah-Arthur mentioned that the Committee engaged with various stakeholders and visited several countries to examine their private sector participation models.
He also noted that the Committee will conduct a nationwide stakeholder engagement initiative to gather public feedback and refine the Guiding Framework, ensuring the adoption of the most appropriate option.
