The Minister for Employment and Labour Relations, Dr. Abdul-Rashid Hassan Pelpuo, has launched a National Planning Committee for the Ghana Labour Exchange Program (GLEP). This move marks a significant push toward Ghana’s goal of becoming a leader in ethical and structured labour export.
At the inauguration, held at the Presidential Annex, Dr. Pelpuo emphasized the importance of this initiative under the theme “Designing Ghana’s Global Workforce Strategy.” The event gathered key stakeholders, including government officials, diplomats, labour agencies, and civil society leaders.
The committee’s main task is to build a clear framework for deploying Ghanaian workers to global markets safely and professionally. Dr. Pelpuo stressed that this must be done urgently, as labour mobility plays a vital role in creating jobs, building skills, and boosting economic growth.
He stated, “Our youth deserve structured opportunities abroad. Their experience will not only benefit them but also Ghana when they return.”

The GLEP is part of Ghana’s broader plan to expand labour diplomacy and tap into international job markets. The initiative will include new institutional systems, bilateral labour agreements, and strategies to match Ghanaian skills with global demand. It will also focus on creating strong reintegration plans for returning workers.
By taking this step, the government aims to secure foreign job opportunities for its citizens while ensuring their welfare and long-term contribution to the national economy.
