IMANI Africa President, Franklin Cudjoe, has called out Attorney-General Dr. Dominic Ayine over the unexplained whereabouts of 60% of funds reportedly recovered from former Finance Minister Dr. Kwabena Duffuor and associates.

Dr. Duffuor, founder of the defunct uniBank, recently had charges dropped against him after the Attorney-General entered a nolle prosequi, citing a 60% recovery of state funds as the reason.
Cudjoe, however, is demanding transparency and accountability regarding the recovered amount. In a Facebook post, he questioned, “Where is the 60% money the state retrieved from Duffour & co?”
He further argued that the state should not settle for partial recovery. “Why are we not asking for 100% repayment plus a 25% surcharge at the central bank rate for the years those funds were misused?” he said.
The Attorney-General’s office, in an earlier statement, claimed the decision to drop the case was driven by public interest and the success in recovering a significant portion of the losses from the financial sector cleanup.
However, critics, including legal scholar Prof. Kwaku Asare, have raised concerns about the lack of transparency in the decision. Prof. Asare insisted that the public deserves a clearer explanation when such high-profile prosecutions are dropped.
“For ORAL to succeed, the public must see not just asset recovery, but accountability and justice,” he added, referencing the Office of the Recovery of Assets and Liabilities (ORAL).
The Attorney-General maintains that the nolle prosequi does not equate to an exoneration of wrongdoing, but rather reflects a pragmatic step to secure state resources through negotiated recoveries.
Still, Franklin Cudjoe insists the public deserves to know exactly how much was recovered, where the money is now, and why full repayment with penalties wasn’t pursued.
