Finance Minister uncovers ghost names in public payroll

Finance Minister Dr. Cassiel Ato Forson has revealed that initial findings from an ongoing payroll audit show a significant number of ghost names on Ghana’s public payroll.

He disclosed this during a meeting with leaders of the University Teachers Association of Ghana (UTAG), the Technical University Teachers Association of Ghana (TUTAG), and the Colleges of Education Teachers Association of Ghana (CETAG).

The meeting was in response to the unions’ request concerning delays in the disbursement of the Book and Research Allowance.

Dr. Forson emphasized that addressing payroll irregularities could result in substantial savings for the country. He urged the unions to support the nationwide payroll audit led by the Auditor-General.

“Cleaning the payroll is not only about fiscal discipline,” he said. “It’s about restoring integrity and fairness in public sector compensation.”

He assured the unions that the Book and Research Allowance has been fully captured in the 2025 Budget. The Ministry of Finance, he noted, is working closely with the Ministry of Education to release the funds.

Dr. Forson also praised the unions for suggesting the creation of a dedicated Labour Relations Desk within the Ministry. He believes this unit will improve communication and collaboration between the government and labour groups.

“We remain committed to working with all stakeholders to build a sustainable, fair, and accountable public service,” he concluded.
