The Economic and Organised Crime Office (EOCO) has officially reopened the case involving former Sanitation Minister Cecilia Dapaah. This move follows a request by EOCO’s new leadership to revisit the matter, which originally fell under the jurisdiction of the Office of the Special Prosecutor (OSP).
Special Prosecutor Kissi Agyebeng confirmed the development during a press briefing on Monday, June 2, 2025. He stated that EOCO had written to the OSP on May 14 requesting the case docket. In response, the OSP sent a duplicate file on May 29 for EOCO’s review and possible investigation.
“The docket offers a valuable background for EOCO to begin its investigation into aspects of the case that fall outside the OSP’s direct mandate,” Agyebeng said.
He reaffirmed the OSP’s commitment to support EOCO as it re-examines the matter.
The OSP first launched an investigation into Cecilia Dapaah in July 2023 over suspicions of corruption tied to large sums of money and luxury items found at her residence. A parallel probe by the FBI in the U.S. supported the inquiry.
Although the OSP found no immediate evidence of corruption after nearly seven months of investigations, it uncovered strong signs of possible money laundering and financial structuring, areas that fall under EOCO’s authority.
As a result, the OSP referred the case to EOCO in January 2024 for further action. With this latest move, EOCO will now conduct a fresh review and potentially pursue charges based on its findings.
