Finance Minister Dr. Cassiel Ato Forson has assured leaders of key tertiary education unions that the 2025 national budget fully provides for Book and Research Allowances.
Speaking during a meeting with the University Teachers Association of Ghana (UTAG), the Technical University Teachers Association of Ghana (TUTAG), and the Colleges of Education Teachers Association of Ghana (CETAG), Dr. Forson confirmed that the disbursement process has already begun.
“We’re working closely with the Ministry of Education to ensure the timely release of funds,” he said, following formal requests from the unions for clarity on the allowance.
The union leaders also proposed the creation of a dedicated Labour Relations Desk within the Ministry of Finance to improve dialogue and coordination on labour matters. Dr. Forson welcomed the idea, calling it a constructive move to deepen engagement with worker groups.
The meeting also reviewed ongoing payroll audits being conducted by the Auditor-General. According to Dr. Forson, early findings reveal the existence of ghost names on the payroll, and eliminating them could save the country significant funds.
He emphasized that payroll reform is not just about cutting costs but also about ensuring fairness and accountability in public sector compensation.
“We remain committed to transparency, equity, and ongoing collaboration with all stakeholders,” he added.
