Afenyo-Markin urges Finance Minister to repeal Dumsor Levy

The Minority in Parliament has asked the Business Committee to schedule Finance Minister Dr. Cassiel Ato Forson to appear before the House next week to repeal the Energy Sector Levies (Amendment) Act, 2025, commonly known as the Dumsor Levy.

Although the government has indefinitely postponed its implementation, Minority Leader Alexander Afenyo-Markin insists that repeal is the only proper step forward.

Speaking on the floor of Parliament on Friday, June 20, Afenyo-Markin said the repeal should be done using the same certificate of urgency under which the law was passed.

“The right thing to do is to repeal the law,” he stated. “The Majority Leader should arrange for the Finance Minister to appear before us next week and repeal this law under the same urgency procedure.”

He added that repealing the levy would demonstrate that the government had finally heeded the Minority’s call, acknowledging that introducing a “dumsor” levy was inappropriate.

On June 13, 2025, the Ghana Revenue Authority (GRA) issued a directive suspending the levy’s implementation, which was initially scheduled to begin on June 16. The levy aimed to impose additional charges on petroleum products to support power sector stability and address longstanding debts.
