Attorney-General, Dr. Dominic Akuritinga Ayine, has formally discontinued the financial trial against Dr. Kwabena Duffuor and seven others after confirming the recovery of over 60% of the funds allegedly lost to the state.

The move, made through a nolle prosequi filing on Tuesday, July 22, 2025, ends the five-year-old prosecution stemming from the financial sector clean-up.
The case, The Republic v. Kwabena Duffuor & 7 Others (CR/0248/2020), was among several initiated to recover misappropriated funds and ensure accountability within the sector.
According to a statement from the Attorney-General’s office, the decision aligns with a strategic policy to prioritize resource recovery.
The benchmark for dropping charges was set at 60% recovery of alleged financial losses, a target the accused parties reportedly met after extended negotiations with the state.
“The central objective of these prosecutions has been to ensure accountability for public funds and, more importantly, recover losses occasioned to the State,” the statement said.
Although not required by law to explain such decisions, Dr. Ayine emphasized the importance of public transparency. He clarified that dropping the charges does not imply the absence of wrongdoing, but rather reflects a pragmatic focus on national interest and resource recovery.
The statement underscored that continuing the prosecution would no longer serve a significant public purpose in light of the recoveries achieved.
